Stand alone HTML editors come in many different flavors, but all have one thing in common: a basic understanding of HTML. A great primer for HTML from NCSA: A Beginner's Guide to HTML. Another helpful document is the HTML Quick Reference located at a site at the University of Kansas. Virtually all the tools presented below assume a basic familiarity with HTML itself.
What follows is a set of links to various editors I personally recommend, as well as general lists of various editors, including opinions of others who have used the editors. As with anything, the potential users must discover which tools work best for their own particular work.
