• Both access (kiosks, telnet, dial-up) and publishing (server)
• No individual accounts, email, chat, etc. for general public
  • Why? Lack of resources
  • Avoid duplication (over a dozen local free and commercial providers)
  • Exception: special arrangements for targeted sub-communities: low-income housing, seniors
