After a hearing on April 5, Boulder City Council approved an amended version of the proposed Visitor Master Plan on April 12, 2005. The Council's amendments improved the overall plan and incorporated many of BATCO's recommended changes. Perhaps most significantly, the Council rejected recommendations from the Open Space and Mountain Parks Board of Trustees to reimpose visitor restrictions that the staff had removed from the draft plan and ignored an inappropriate recommendation from the Planning Board to reject the results of the entire last year of public process. The Council is to be commended for listening to more than one set of voices and for striving for a balanced plan.
BATCO supports the Council's decisions and the Visitor Master Plan. We are still concerned about visitor access in Habitat Conservation Areas (HCAs). We believe that the plan requires flexibility in management strategies and implementation scheduling within the HCAs. Although the Council supported an on-trail requirment for all HCAs, they also responded to our request for care in the implementation of the requirement.
